Child Priority Response Services

Through contracts with the Division of Prevention and Behavioral Health Services, DGS offers Child Priority Response Services which include a 24-hour crisis hot line, community & school crisis intervention, and short-term crisis stabilization.

Children and adolescents under the age of 18 who live in Delaware are eligible for crisis intervention services if:

  • Their primary caretakers are requesting emergency psychiatric hospitalization;
  • They are exhibiting acute self destructiveness which may include recent suicide attempts or exposure of self to circumstances that could impair the client's health or quality of life;
  • They are presenting imminent danger to others due to aggressive behavior, gestures or threats related to serious emotional disturbance and/or mental illness; or
  • They are exhibiting symptoms of severe psychiatric disorder such as thought disorders and major affective disorders.

Child Development Community Policing Program


A collaborative, prevention program between the City of Wilmington, the Wilmington Police Department, Delaware’s Division of Prevention and Behavioral Health Services, and DGS, CD-CP offers state-wide immediate post-trauma counseling and follow-up care to youth and their caretakers to cope with the aftermath of violent and traumatic experiences.

The CD-CP Program is a national model of a collaborative alliance among law enforcement, juvenile justice, domestic violence, medical and mental health professionals, child welfare, schools and other community agencies. The program provides opportunities to develop prompt and effective ways to assist children and families exposed to violence, as well as to better understand the relationship between a child's exposure to violence and traumatic stress symptoms.

Children who are victims, witnesses and perpetrators of violence or trauma are eligible for CD-CP services. There is no charge for the service.  Health insurance is not a factor in determining eligibility.

CD-CP provides the following services to our clients:

  • Acute responses to crime scenes where children are present
  • Initial assessment to determine level of intervention
  • Mobile, short-term, intensive intervention for children and their families
  • Referrals for longer-term, outpatient therapy and other mental health or social services as needed

CD-CP provides support to the Child Priority Response Services program as the need arises.

CARES Program

Following a youth's behavioral health-related hospitalization, this short-term intensive transitional program ensures the youth and his/her parents are stabilized and connected to appropriate and continuing outpatient services. This program is funded through the Division of Prevention and Behavioral Health Services (DPBHS) by a federal System of Care Grant from the State of Delaware.
